International Handball Federation (IHF) President Dr Hassan Moustafa,was at the Congress held at the offices of the Oceania National Olympic Committees in Barrigada, capital of Guam. 

Blas, also head of the Guam Handball Federation, will head the 12-member OCHF as it takes its first step towards full membership of the IHF.

Blas, 60, re-elected President of the GNOC last year, was selected ahead of Australian Handball Federation President Alex Gavrilovic at the Congress, where Makiroa Mitchell-John from the Cook Islands elected as secretary general.

President of the Papua New Guinea Handball Federation, Robert Doko will serve as vice-president while Carl Floor from American Samoa was elected treasurer.

Ishmael Nori from the Solomon Islands was elected as an additional member of the Executive Committee.

In addition to the main elections, there were also a number of appointments to OCHF Commissions.

Joann Aquino from the Commonwealth of the Northern Mariana Islands was elected as chairwoman of the Commission of Organising and Competition.

The Playing Rules and Referees Commission will be chaired by Charles Nelson of Australia, while compatriots Mark Dawson and Helen Boyd will chair the Beach Handball Commission and Arbitration Commission respectively.
